Template Categories and What They Cost

Every template you send is priced according to its category, and the gap between the cheapest and the most expensive is large enough to change how you plan a campaign. Our guide to what WhatsApp messaging costs and where the limits bite treats category as the main lever you control, with the important caveat that you do not get to choose it freely.

The three categories

  • Marketing — promotions, offers, newsletters, re-engagement, anything intended to sell. The most expensive, and the one with the strictest opt-in expectations.
  • Utility — messages tied to a specific transaction or request the customer has already made: order confirmations, delivery updates, appointment reminders, payment receipts. Cheaper, because the customer is expecting them.
  • Authentication — one-time passcodes and verification. Priced separately again, with tight formatting rules and no room for anything else in the message.

Rates vary considerably by country, and they change. Check your own region's current rates before building a budget rather than relying on a number someone quoted last year.

You do not choose the category, you justify it

You propose a category when you submit a template, and Meta decides whether the content matches. A message that reminds someone of an appointment and then mentions a promotion on their next visit is a marketing message with a reminder attached, and it will be categorised accordingly.

This catches teams out because the reclassification often happens after approval, when automated review looks again at how a template is being used. The bill goes up, nobody changed anything, and the cause is a sentence added months earlier.

Adding one promotional line to a reminder does not make it a cheaper marketing message. It makes your reminder an expensive one.

Keep utility templates clean

The practical rule is to keep transactional messages purely transactional. A booking confirmation confirms the booking: date, time, place, how to change it. No offers, no "while you're here", no cross-sell.

If you want to promote something, send a separate marketing message to people who opted in for that, and accept its price. This is better practice anyway — a reminder that tries to sell reads as an advert, gets less attention, and undermines the reliability of the one message type customers actually want to receive. The line between the two is the same one drawn in upselling and cross-selling without being pushy.

Service replies are the cheap part

Replying inside the 24-hour window — when a customer has written to you — does not carry a template charge. That makes it dramatically cheaper to answer customers than to reach out to them, which is exactly the incentive the platform intends.

For most businesses the conclusion is to get more customers to start the conversation. A QR code on a receipt, a chat button on your site or a click-to-WhatsApp ad all shift volume from expensive outbound to free inbound, which is the subject of free entry point conversations and, more broadly, where WhatsApp leads actually come from.

Fewer, better templates

Businesses accumulate templates the way they accumulate spreadsheets: forty variants, half of them near-duplicates, most sent rarely and none reviewed. That is a cost problem and a quality problem at once, because nobody can tell which version performs.

Audit them quarterly. Delete anything unsent in three months, merge near-duplicates using variables instead of separate templates, and check the reply rate on the rest. A marketing template nobody answers is pure cost, and cutting it is the easiest saving available.

Language versions and variables

A template is approved per language, so a business serving German, English and Arabic customers maintains three versions of every message. That triples the review work and is a strong argument for having fewer templates, each doing more.

Variables are how you get there. One appointment reminder with placeholders for name, service, date and location replaces a dozen near-identical templates, and it only has to be approved once per language. Keep the variable content short and predictable — a placeholder that sometimes contains a paragraph is a template that will eventually look broken on someone's phone.

Watch the ratio, not the total

The number worth tracking each month is not what you spent but the split: what proportion of your outbound volume was marketing versus utility, and how much of your total conversation volume was inbound. A business whose costs are rising while inbound volume stays flat is buying attention rather than earning it, and that is a strategy question long before it is a budget one.
